 Fiona Hackland

Fiona Hackland was a member of the 2002 Models of Care development team. She is involved in the current development of a revised version of Models of Care for drug misusers (to become Models of Care for drug treatment).  This has included acting as a member of the NTA’s advisory group to critique drafts of the document and its proposed structure, involvement in the consultation carried out before the end of 2004, (including writing a report on the consultation results), and participating in service user consultation processes. 

As an independent consultant Fiona Hackland has developed guidance on the commissioning of Tier4a services for the National Treatment Agency (unpublished).  This included recommendations on new models of best practice in regional or sub-regional commissioning practice in line with evidence of treatment effectiveness and of effective commissioning practice.  . 

Fiona has also managed the development and delivery of pilots of competence based training for commissioners of substance misuse services, including training on levels of assessment, referral pathways and care planning and co-ordination.   She has also developed and delivered workshops and presentation at a number of national conferences.

Fiona has undertaken extensive work with a range of drug treatment services providing interventions across the four tiers. 

Fiona has also prepared guidance and standards for a range of government departments and other national bodies and for local bodies such as Drug Action Teams.
