Frank has considerable experience as a senior manager for consultancy, research and evaluation and project implementation in the fields of crime, social exclusion and drugs. As a consultant his recent assignments include an analysis of the implementation of Drug Treatment and Testing Orders in Cumbria. He has Associate status with Drug scope and maintains the DrugScope lead within a consortium lead by Belgian consultancy firm, TEA-CEGOS which has a service contract with the European Commission for consultancy assignments in the field of justice and home affairs.He was previously Director of Service Development and Acting Chief Executive at DrugScope He was the lead manager for : · International development. DrugScope has special consultative status with the UN and a wide portfolio of research, training, capacity building, and policy assignments in field of drug demand and harm reduction in Europe, Africa and the Caribbean. · Consultancy – support to half of Drugs Action Teams (DATs) in England in needs analysis, service review and user involvement. · Quality standards and guidance to the UK drugs field including DfES guidance on drug education in schools and national specification for drug treatment in juvenile secure institutions. · Support to practitioners in the drugs field servicing 3 forums – the young people’s drug treatment services forum, the needle exchange forum and the drug education practitioners forum. · Capacity building – managing a national £2 million ‘Millennium Awards’ programme to encourage youth support and community participation in drug prevention · Training – the major provider of training for the drugs field in Scotland and the leading developer for a modular training framework in EnglandBefore DrugScope Frank was Head of Crime and Social Policy at Nacro, responsible for a range of consultancy, research, projects, training, publications and guidance on community safety and social exclusion. He was Nacro’s lead on advising government on matters relating to community safety including the production of national toolkits and guides on performance management, partnership working, anti-social behaviour, youth involvement and equalities.
