Abstract: In this paper, I conduct a review of the economics literature examining the relationship between alcohol use and the macro economy comparing methods, measures and findings. Like illicit drug consumption, the relationship between alcohol use and economic conditions is not entirely straightforward since there are various theoretical explanations for why they might be positively or negatively related. Empirical findings suggest that the relationship between drinking and the economy depends on the type of user and whether use is examined in developing or developed countries

Abstract: Background: This paper examined the implications of the business cycle for cannabis and alcohol use. What little we know about cannabis use suggests that young Americans (teenagers and adults in their early 20s) seem more inclined to use illicit drugs and to use them more frequently with rises in the unemployment rate. In contrast, a more fulsome alcohol literature suggests that participation in drinking is unaffected by the business cycle

The plan details its alcohol and licensing plans as: Overhaul alcohol licensing to give more power to police and local authorities to meet the concerns of local communities: Consult and develop proposals to overhaul the Licensing Act 2003 to strengthen local authority and police powers to remove licenses from, or refuse to grant licenses to, any premises that are causing problems Legislate through the Police Reform and Social Responsibility Bill Develop options for alcohol taxation and pricing to ensure it tackles binge drinking, working with Department for Business, Innovation and Skills and HM Treasury Develop options to ban below-cost sale of alcohol, working with other government departments Introduce legislation if necessary The reform plan includes timescales and indicates the below cost ban will be agreed by November 2010, with alcohol taxation reformed for April 2011 and the Police Reform and Social Responsibility Bill passed by November 2011.

The Health Secretary Andy Burnham has this week indicated support for minimum pricing from the government, according to a report from the Telegraph. Burnham commented in an interview: “We need to balance the rights of people who drink responsibly with those who buy ludicrously cheap booze and go out and harm themselves and others. “The NHS Confederation and Royal College of Physicians expressed their views very clearly over Christmas – I can’t sit here and read reports like that and say it is all fine
