Government focus on benefit claimants with drug and alcohol problems The Prime Minister has spoken out on helping to move “trapped” incapacity benefit claimants with drug or alcohol problems into work. The Government plans to re-assess all people on incapacity benefit by 2014, including 42,360 people listed with 'alcoholism' and 37,480 with drug dependency. David Cameron denied they were stigmatising those with genuine problems and asked “…is it OK to leave these people on incapacity benefit, year after year, not examining their circumstances, not seeing if we can help them?”

The aim of this paper is to present a concise account of the history, mission, structure and some recent achievements of the US National Institute on Alcohol Abuse and Alcoholism (NIAAA). Created by the US Congress 40 years ago, the NIAAA has evolved from an entity charged mainly with building a national system of alcoholism treatment services to one with responsibility for developing, nurturing and supporting the biomedical and behavioral science foundation necessary to reduce the significant domestic and global public health impact of alcohol use disorders.

In the 25 years since drug abuse re-emerged in China in the 1980s, the National Institute of Drug Dependence (NIDD) has made many contributions to China’s antidrug campaign. This present paper offers an account of the history, current status and future of drug dependence research at NIDD. NIDD was originally a research centre at Beijing Medical University, founded by the Chinese Ministry of Health to address the rapid spread of drug abuse in China.

Understanding post 9/11 drug control policy and politics in Central Asia

Abstract: This paper exposes contemporary drug policy challenges in Central Asia by focusing on a single point in the history of drug control, in a single region of the global war against drugs and terrorism, and on one agency whose mission is to help make the world safer from crime, drugs and terrorism. By looking closely at the post 9/11 security-oriented donor priorities, I conclude that, in Central Asia, the rhetoric of the taking a more ‘balanced approach’ to drug policy is bankrupt. When enacted by the national law enforcement agencies in the Central Asian republics, the ‘Drug Free’ aspirational goal is driving the HIV epidemic among IDUs
