When Pamela Villarreal, senior policy analyst at the Dallas-based National Center for Policy Analysis (NCPA), came across some European literature about smokeless tobacco being “less harmful” than cigarettes, she was surprised. “That’s typically not talked about,” she told Tobacco E-News.
